The New York City Council has approved a $3 billion plan to bring retail, hotel and residential space to 23 acres next to the New York Mets' stadium.

The council vote Wednesday was the final step in a land use review process for the project in Willets Point neighborhood in Queens and allows developers to move forward.

The blighted neighborhood has to undergo environmental testing and cleanup before work can begin. New construction would start following the demolition of existing structures.

Redeveloping the area has been a priority for Mayor Michael Bloomberg. He called the council vote a milestone for a neighborhood known as "a contaminated 'valley of ashes.'"

But not everyone is enthralled. Opponents warn that local businesses will be pushed out in favor of large developers.
