Osama bin Laden
Osama bin Laden, who has managed for eight years to avoid the largest manhunt in history, tops Forbes' Most Wanted Fugitives list for the second time. Osama is believed to be hiding in Pakistan's tribal areas.
Forbes says Osama has been indicted in federal court in New York for the 1998 bombings of the US embassies in Kenya and Tanzania that killed more than 200 people.
He has also been charged for conspiring to kill Americans outside the US.
He has claimed responsibility for the September 11, 2001, attacks on the US that killed 3,000 people. The State Department has put a $25 million reward on his head.
