On October 27, Paul Volcker, a former chairman of the US Federal Reserve who headed the independent inquiry committee into the United Nations Oil-for-Food Programme during Saddam Hussein`s regime, presented his final report. He said that he had uncovered widespread corruption and wrongdoing in the programme with over 2,200 companies, including corporations in the United States, France, Germany and Russia, having paid a total of $1.8 billion in kickbacks and illicit surcharges to the Iraq government.
