With the US presidential elections scheduled on November 2 2004, Osama made his appearance on video-tape telecast by Al Jazeera. It was his first video appearance since the eve of the second anniversary of the September 11 attacks. The Al-Qaeda chief told the American people that their security is not in the hands of either George W Bush or his Democratic challenger John Kerry, but depends on US policy. He also threatened new attacks against the United States similar to the September 11, 2001 strikes on New York and Washington, in a message to the Americans four days before the US presidential elections.
