New Delhi, Dec 30 (IBNS) Union Home Minister P Chidambaram on Friday said he is hopeful of more agreements with insurgents groups of North East in the coming year.
Chidambaram said that "capacity building" and "containment of violence" were the watch word of the Ministry this year.
While presenting the Report Card of the Ministry December here on Friday, he also said that following the Memorandum of Settlement with UPDS, he is hopeful of more agreements with insurgents groups of the North East will be signed in the coming year.
North East
He said that on December 4, 2011, tripartite talks with NDFB (Progressive) and DHD were held to finalize the Memorandum of Settlement with each of the groups. On December 5, 2011, a tripartite meeting with DHD (J) was held to finalize the Memorandum of Settlement. On December 17, 2011, a tripartite meeting with DHD (Nunisa) was held to finalize the Memorandum of Settlement.
Internal Security
1. On December 7, 2011, the CCEA approved the inclusion of 18 additional districts under the Integrated Action Plan (IAP) and extension of the Scheme to the year 2012-13. The additional 18 districts included under the IAP are:
Andhra Pradesh : Vishakhapatnam, East Godavari, Warangal, Karimnagar, Srikakulam, Vizianagaram. (Six)
Bihar : Munger, Kaimur. (Two)
Jharkhand : Khunti, Ranchi, Giridhi. (Three)
Orissa : Ganjam, Nayagarh, Jajpur. (Three)
Uttar Pradesh : Chandauli, Mirjapur. (Two)

2. As a follow up to the meeting held by the Union Home Secretary on November 1, 2011, night train services in the LWE-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section and efforts are underway to resume the night train services on this section too.
3. A sum of Rs.21 lakh was sanctioned as assistance to
7 beneficiaries at the rate of Rs.3 lakh each under the Central scheme of assistance to the victims of terrorist/communal/naxal violence.

5. On December 2, 2011, P. Chidambaram chaired a meeting with the CEOs/CMDs of 25 Public Sector Undertakings and urged them to participate in the Special Industry Initiative (J&K) Scheme for skill development and employment of educated/qualified youth of J&K.

7. On December 8, 2011, Rs.1.24 crore was released to CPWD for construction of quarters at Hyderabad for Officers of the Central Detective Training School, Hyderabad.
8. On December 15, 2011, 36 Specialists doctors and 230 GDMOs selected through MOSB-2011 were allocated to the CAPFs.
9. On December 16, 2011, Rs.1.99 crore was sanctioned for a High Definition Video conferencing system to CISF for establishing connectivity between FHQ and 12 other locations.
10. On December 22, 2011, an order worth Rs.8 crore was placed for procurement of Glock Tactical Light (2774 numbers GTL-52) for State Police Organisations and Central Police Organisations.
11. On December 22, 2011, Rs.56 lakh was sanctioned for 100 numbers of Hand Held Metal Detector and 25 numbers of Door Frame Metal Detector for CISF.
12. He announced a major decision of the Cabinet taken at its meeting on December 22, 2011. Cabinet gave its in-principle approval for the establishment of a Central Armed Police Forces Institute of Medical Sciences (CAPFIMS), a 500-bed General Hospital, a 300-bed Super Specialty Hospital, a Nursing College and a School of Paramedics. This project, when completed, will fulfill a long-felt need of the Central Armed Police Forces for a world class tertiary medical centre as well as for an assured stream of doctors, nurses and paramedics for induction into the Forces.
13. On December 23, 2011, Rs.96.85 crore was sanctioned for purchase of 512,705 numbers of Blankets according to Air Force Specifications for the CAPFs.
14. Under the Modernization of State Police Force Scheme,
Rs.214.16 crore has been released so far to various States against a total allocation of Rs.1,111 crore. Further releases will be made on receipt of Utilisation Certificates for amounts disbursed earlier.
15. Lump sum ex-gratia compensation amounting to Rs.3.15 crore was sanctioned to the next of kin of 26 deceased CAPF personnel.

Border Management
17. India-Bangladesh Border: In December 2011, 6 kms of fencing and
6 kms of road works were completed under phase II of the project and
5 kms of fencing were replaced under phase III of the project. Poles for floodlighting were erected on a length of 25 kms and cables were laid on
10 kms stretch during the month.
18. India-China Border: Construction of 23 roads of a total length 700 kms is in progress. During the month, 25 kms of formation works and
13 kms of surfacing works were completed. So far, a total of 462 kms of formation works and 158 kms of surfacing works have been completed.
19. Border Area Development Programme (BADP): Annual Action Plans have been received from all the 17 States. The total amount released to the
17 States in the current financial year at the end of December 2011 stands at Rs.758.21 crore (84.24% of the total allocation of Rs.900 crore), including Rs.60.91 crore released in December 2011.
Immigration
20. Integrated on-line visa application system under the Mission Mode Project on IVFRT (Immigration, Visa and Foreigners Registration & Tracking) was made operational at the Indian missions at Jeddah in Saudi Arabia and Milan in Italy. This facility is now functional at 40 Indian missions abroad.
21. 42 Pakistani Nationals belonging to the Gauharshahi sect were allowed to leave India for USA and Canada on their request under the 'third country option'.
22. Overseas Citizenship of India Scheme, which was introduced in the year 2005-06, has received overwhelming response from persons of Indian origin. The cumulative number of OCI cards issued has crossed the figure of 10 lakh until December, 2011.
IPS
23. Shri Ajay Chadha, IPS (AGMU:77) was appointed as Special Secretary (Internal Security), Ministry of Home Affairs.
24. During the month, 65 State Police Service Officers from the States of Himachal Pradesh (13), Andhra Pradesh (26) and Uttar Pradesh (26) were appointed to the Indian Police Service (IPS) by promotion.
Union Territories
25. The New Delhi Municipal Council (Amendment) Bill, 2011 was passed by the Lok Sabha on December 7, 2011 and by the Rajya Sabha on December 22, 2011.
26. On December 23, 2011, the President gave her assent to the Delhi Municipal Corporation (Amendment) Bill, 2011.
27. During the month, 26 DANIPS and 27 DANICS officers of AGMU cadre were inducted into IPS and IAS, respectively.
28. On December 23, 2011, approval for the constitution of "Chandigarh Heritage Conservation Committee" was conveyed to the Chandigarh Administration, on the recommendation of the Expert Committee.
Disaster Relief
29. A Task Force to review the Disaster Management Act, 2005 has been constituted under the Chairmanship of Dr. P. K. Mishra, former Agriculture Secretary and presently Chairman, Gujarat Electricity Regulatory Commission.
30. During December 2011, National Disaster Response Force (NDRF) teams comprising 187 personnel and 18 boats were deployed for rescue and relief operations during floods and other emergencies in the States of Andhra Pradesh, Assam, Bihar, Delhi, Kerala and West Bengal.
NIA
31. On December 21, 2011, sanction for prosecution was accorded to prosecute 9 accused (including David Coleman Headly and Tahawwur Hussain Rana) in the NIA Case No.04/2009 pertaining to a criminal conspiracy hatched by them and others to commit terrorist acts in New Delhi and other places in India. NIA filed a chargesheet in the Court on December 24, 2011.
32. On December 21, 2011, sanction for prosecution was accorded to prosecute two accused in the NIA Case no. 06/2011 pertaining to transfer of funds from Pakistan to Jammu and Kashmir through Hawala channels via Delhi for funding terrorism and secessionist activities.
Census 2011 and National Population Register (NPR)
33. Scanning of Population Enumeration schedules has been completed for 14 crore out of the total of 27 crore schedules. The data processing of more than 5 crore schedules has been completed.
34. Capture of biometrics for the National Population Register is in progress. As on date, biometrics have been captured for more than 92 lakh persons.
35. The field survey for the Socio-Economic & Caste Census (SECC) has been completed in the UTs of Chandigarh, Dadra & Nagar Haveli and Puducherry and is in progress in 20 States/UTs. Out of a total of 10.38 lakh Enumeration Blocks (EBs) field survey has been completed in 2.09 lakh EBs.

Other matters
37. On December 15, 2011, a Gazette Notification was issued to ban the lottery business of the Government of Sikkim in the State of Kerala for a period of two years with effect from 1.1.2012.
38. On December 22, 2011, Prof. Jagdish N. Bhagwati delivered the 'IB Centenary Lecture' on "Designing Institutions for Governance Reforms".
39. The drive to implement the judgments of Courts in relation to pension to freedom fighters continued. During the month, 27 judgments were implemented and 131 judgments are pending for implementation.
40. 57,451 records of claims and compensation paid to displaced persons were computerized in December, 2011. The database now has 806,621 records.
41. He said that he wished to conclude the report with a summary of the highlights of 2011. Two phrases were the watchwords in the year 2011: "Capacity Building" and "Containment of Violence".
Capacity Building
47. As regards capacity building, the Central Armed Police Forces raised the following numbers of new Bns. during the year:

Besides, 10 new Specialised India Reserve Bns. were approved for the States of Bihar(02), Chhattisgarh(02), Jharkhand(01), Madhya Pradesh(01), Orissa(03), and West Bengal(01).
48. Rs.1,232.49 crore was sanctioned for setting up 14 new Training Institutions and augmenting capacity in 13 Training Centres of the CAPFs. Rs.1,699.78 crore was sanctioned to the CAPFs for acquisition of land and construction of infrastructure.
49. Of the 21 Counter Insurgency and Anti-Terrorism (CIAT) Schools sanctioned in the States of Assam, Bihar, Chhattisgarh, Jharkhand, Manipur, Nagaland, Orissa, Tripura and West Bengal at a cost of Rs.52.40 crore, 4 became operational in 2011 taking the total number of schools that are operational to 17.
50. An initial amount of Rs.120 crore was released to the 9 LWE affected States for construction of 400 Police Stations at a cost of Rs.2 crore per Police Station.
51. The construction of a 200-bed Referral Hospital for CAPFs at Greater Noida at a cost of Rs.120.57 crore was commenced. Besides, Cabinet has given its in-principle approval for the establishment of the Central Armed Police Forces Institute of Medical Sciences (CAPFIMS), which will include hospitals and colleges.
52. The four NSG Hubs at Chennai, Hyderabad, Kolkata and Mumbai have been housed in their permanent headquarters.
53. CCS approved the setting up of NATGRID and work is in progress for establishment of the first horizon of NATGRID.
Containment of Violence
54. 2011 witnessed a historic low in the level of violence in the affected States, especially Jammu & Kashmir, the North Eastern States and the LWE affected States.
55. 31 civilians and 33 security personnel lost their lives in Jammu & Kashmir (as against 47 and 69, respectively, in 2010). The containment of violence was helped by the fact that Panchayat elections were held in Jammu & Kashmir after a gap of 23 years.
56. In the North Eastern States, 69 civilians and 32 security personnel were killed (as against 94 and 20, respectively, in 2010). This trend was also due to the fact that most organisations in the North East are in 'talks' mode, including ULFA and NDFB. A tripartite agreement has been entered into with Gorkha Janmukti Morcha and a Memorandum of Settlement has been signed with UPDS.
57. The level of violence in LWE affected States also declined, although it is still unacceptably high. 447 civilians and 142 security personnel were killed (as against 718 and 285, respectively, in 2010). For example, in November naxals killed 42 persons (38 civilians and 4 security personnel) and in December naxals killed 45 persons (31 civilians and 14 security personnel). The Integrated Action Plan with an outlay of Rs.1,500 crore in 2010-11 and Rs.1,800 crore in 2011-12 was a major innovation. Decentralised decision making, empowering district level officers and quick, time bound implementation of the works have brought development to the villages in the most backward and violence-affected districts of India.
Terrorist Violence
58. The bomb blasts on July 13, 2011 (Mumbai) and September 7, 2011 (Delhi) were a stern reminder that terrorist modules continue to be active in the country. In 2011, 18 terrorist modules were neutralized. While investigations in the Delhi bomb blast case have led to the arrest of three persons and to the identification of three wanted persons, investigations are underway in the Mumbai bomb blasts case.
Conclusion
59. The year 2011 has been a satisfactory year with many achievements, yet with some setbacks. I expect that capacity building will continue to be the focus for another 2-3 years before we can claim that we have adequate capacity to face the multiple challenges to internal security. Capacity building in the future would have to take note of technological advances and incorporate new technology into the security architecture. Violence is still at an unacceptably high level and every effort will be made to contain violence. Militant groups will be prevailed upon, through a judicious mix of police action and developmental action, to realize the futility of violence and that the only way to resolve differences in a democratic society is through talks.
