Coalgate: RS adjourned till 2 pm

After both the houses of Parliament were adjourned on Monday till noon over the Coalgate ruckus, the Rajya Sabha was again adjourned till 2 pm.

With the opposition Bharatiya Janata Party (BJP) and the ruling Congress-led United Progressive Alliance (UPA) failing to arrive at any consensus over letting the houses function, the parliament remained stalled.

BJP members raised a din soon after the Houses opened for the day. Only some obituary references could be passed.

Parliamentary Affairs Minister Pawan Kumar Bansal said it is owing to the "obdurate and stubborn" stance of the BJP that the parliament was stalled though 70 percent lawmakers were in favour of the house being run smoothly.



On the BJP´s demand for cancellation of coal blocks allocation as a condition for letting the House run, Bansal said the government has to follow the due process of law.

He said the consent of the BJP chief ministers were taken during the allocation.

Congress chief Sonia Gandhi had earlier spoken to Leader of Opposition (BJP) in Lok Sabha Sushma Swaraj to break the deadlock but both sides failed to arrive at a consensus.

While BJP stuck to its demand for resignation of Prime Minister Manmohan Singh over the coal scam, the party said they would allow parliament to function for the rest of the monsoon session (which ends on Sept 7) only if all coal blocks allocated controversially were cancelled and independent probe was ordered.

Congress has ruled out cancellation of licences under the pressure of BJP.

The coal report of the CAG has pointed finger at the loss-making coal block allocations when the portfolio was held by Manmohan Singh.

The report by the CAG said 25 private companies received benefits of around Rs 1.86 lakh crore through of coalblock allocations in various states.
