New Delhi: Opposition BJP on Tuesday went full throttle in attacking the Sheila Dikshit-led government, saying it has "lost the morality" to rule and demanded an FIR against Minister Raj Kumar Chauhan for alleged irregularities in issuance of provisional certificates to unauthorised colonies.

Leader of Opposition V K Malhotra alleged on the floor of the House that the certificates were issued under the instructions of Dikshit and Sonia Gandhi ahead of the 2008 Assembly elections, prompting the Chief Minister to lodge a protest for taking the name of the Congress President.

Participating in the debate on Motion of Thanks on Lt Governor's address, Malhotra charged the Congress government of "cheating people" over the issue of unauthorised colonies.

The BJP leader also entered into an argument with Deputy Speaker Ambarish Gautam who asked him to complete his address within the stipulated time. Party members walked out from the House after Malhotra ended his address.

"You are in majority. I agree with you. You people have the number, but you don't have the morality. Lokayukta has recommended against Ministers and others. What moral right do you have to continue in power?" he asked.

Malhotra demanded that an FIR be lodged against the then Urban Development Minister Raj Kumar Chauhan for causing loss worth crores of rupees in alleged irregularities in distribution of provisional regularisation certificates to unauthorised colonies.

"Chauhan issued the certificates at the instructions of the Chief Minister Sheila Dikshit and Congress President Sonia Gandhi," he alleged, prompting Dikshit to interfere.

"Thank you Malhotraji. You have all the right to attack me. I have all the right to reply. Please don't take the names of the people who are not members of this house. Please don't take the name of the Congress President," Dikshit said.
