Prime Minister Manmohan Singh is likely to to meet senior ministers on Saturday to discuss and review the rules that will apply in case of the auction of the 2G spectrum.
Singh is likely to consider whether to cancel the 2G licences that were given to telecom majors before 2008, media reports said.
The licences were granted to telecom majors like Tata and Bharti-Airtel for free during that period.
In a historic judgement the Supreme Court on Feb 2 scrapped 2G spectrum licences of 122 mobile networks granted during the tenure of A Raja as the telecom minister since early 2008.
The scandal over the alleged allocation of telecoms licences at below-market prices, which could have lost the treasury up to Rs 1.76 lakh crore, according to the government's auditor, has already impaired the Congress-led coalition government in India.
