Rajya Sabha passes promotion quota bill

The Rajya Sabha on Monday passed the promotion quota bill, paving the way for a constitutional amendment to allow reservation in government job promotions for Dalits, after the issue was caught in a tussle between its strong supporters like Mayawati's BSP and the stiff opposition by the Samajwadi Party of Mulayam Singh Yadav.

While 206 votes were cast in favour of the Bill, only 10 (nine of them SP lawmakers) were against it of the total 216 votes.

Congress led United Progressive Alliance (UPA) does not have the numbers in Rajya Sabha to pass the bill on its own since two third majority is needed for any constitutional amendment, but at later stage the Opposition like BJP supported it though with some riders.



The main opposition Bharatiya Janata Party (BJP) agreed to support the bill with amendments, which have been accepted by the ruling Congress.

BJP had demanded a clause that guarantees efficiency of administration.

Mulayam Singh Yadav´s party is strongly opposing the bill.

His lawmakers created ruckus over the bill both in Lok Sabha and Rajya Sabha.

The Lok Sabha was adjourned till 2 pm on Monday over the uproar by SP MPs who rushed to the well of the House in protest.


"This will create more conflict in the society....it will cause more differences and widen the gap in the society," the SP chief said on Saturday.

"In an attempt to please 18% of the people, the government will anger 82% of the people in the country," he said.

"There are more backward people and this will create a dissatisfaction among many, "said Yadav.

Minister of State in the Prime Minister´s Office (PMO) V Narayanasamy had introduced the SC/ST promotion quota bill in the Rajya Sabha on Thursday.
