Harvinder Singh, the man who had assaulted Union Agriculture Minister Sharad Pawar last month, was granted bail by a court on Monday.
Singh had earlier been denied bail by the Delhi High Court that said he needed treatment at a hospital as medical reports showed that he was suffering from psychological problems.
According to a report prepared by the Institute of Human Behaviour and Allied Sciences (IHBAS), Singh is a patient of "bipolar affective disorder".
Union Agriculture Minister and Nationalist Congress Party (NCP) leader Sharad Pawar was slapped by the turbaned youth on Nov 24 who apparently was protesting price rise and corruption.
He was slapped suddenly by Singh at the New Delhi Municipal Council (NDMC) building in the national capital from where Pawar was leaving after attending a function.
While Pawar said he was clueless why the man slapped him, politicians and lawmakers along with Prime Minister Manmohan Singh condemned and enquired about his well being.
