Built into the social platform X, Elon Musk’s AI Chatbot Grok was recently in the news for all the wrong reasons. Users realized that with Grok’s ‘Spicy’ feature, it was possible to generate sexually explicit, non-consensual images of women, and even minors.
The unsupervised image generation capability of the bot has sparked global outrage and scrutiny. The feature makes it possible to alter real photos to depict subjects in minimal clothing or compromising positions. There is no filter on the bot. It is possible to generate images of minors as well and this has been a major cause for concern among civil right advocates, policymakers and regulators.
Ethical Violations Exposed
The main controversy is the ethical violation involving privacy, consent and digital dignity. By allowing users to create sexually explicit images of others without their consent, Grok is clearly crossing ethical boundaries. It is fuelling harmful behaviour which clearly exposes the weakness in AI safeguards.
Grok’s lax moderation allows users to undress others digitally and then share those pictures across, causing mental anguish and distress. It is normalising digital sexual abuse. The fact that X is a social media platform means that such fake images – especially those of celebrities – go viral in no time.
Another major ethical concern is the misuse of images of minors. Non-consensual images of minors do not just have ethical implications but is also illegal. Many countries have called for strict action against the chatbot.
Regulatory Steps Across Countries
European Union officials have been very vocal in slamming Grok as “illegal and unacceptable” and that such explicit content “has no place in Europe.” Brussels is investigating into how Grok’s capabilities violate the Digital Services Act (DSA), which mandates rigorous protections against harmful online content.
The German media minister Wolfram Weimer has urged the European Commission to take strict action to stop what he has called the “industrialisation of sexual harassment” on Elon Musk’s social media platform.
UK technology minister Liz Kendall has also slammed the rapid spread of these intimate deepfakes as “appalling and unacceptable.” She said: “We cannot and will not allow the proliferation of these demeaning and degrading images, which are disproportionately aimed at women and girls.”
Ofcom – UK’s regulator for communication services – is looking into whether X is complying with the Online Safety Act, which requires platforms to protect users, especially minors.

India’s Reaction to Grok
The Indian Government has also reacted sternly to the violations. The Ministry of Electronics and Information Technology has given X a deadline to submit a detailed plan on the steps it has in mind to curb the obscene and sexually explicit content generated by Grok.
An extension was granted after X sought some more time after warning from the Ministry, which accused the platform of failing to prevent the spread of vulgar and unlawful content.

As investigations continue and regulations are implemented, it will curb the uncontrolled creation and spread of all the explicit content. More importantly, it will mark an important step in shaping AI governance.
The Grok controversy has very clearly suggested that while AI might be all about creativity and expression, the dire need for ethical guardrails and robust implementation of the same is the need of the hour.
It remains to be seen how X and Elon Musk react to all the backlash!
